Outside of the excellent, more complex models proposed in previous responses, you may also look at really simple indicators/metrics such as: 

- number of ideas generated (see mystarbucksideas.com for an excellent example)

- count the number of failed projects

- existence of a "get out of jail for free" card (something they did not have at Volkswagen).

Dear colleague, I am developing a methodology based on measure of transactions by radar chart. When we take as reference the average periods of maturation on axes of radar charts arises a geometric figure. The distances between periods represent tension of transactions. The transactions have a implied culture, according to theory of transactions of Williamson. These tensions are measured by applying of theory of cosine and sine, and they allow measuring the activity of companies according to cultures adopted on each area represented on a radar chart. 1. Rate of new product and market developments

2. Number of spinoff companies

3. Employee empowerment and decentralized decision-making

4. Sense of ownership and responsibility among employees

5. Transformational leadership style
