For making an efficient peltier device, you need to have the material showing high power factor. The strength or ability to perform ac active cooler is mainly determine by the powerfactor. Power factor is equal to seebeck^2*electrical conductivity. In your case you want to make flexible device, so material itself should be flexible, else, other case materials should attain flexibility when developed in the form of thin film or attached with some flexible organic materials. You can join several pieces of n and p type materials, electrically in series. After applying a suitable current you can check the amount of heat absorbed or heat realsed at junction point of p and n material using the suitable temperature sensor (thermocouple).
