The groundwater level of Dhaka city is declining day by day as demand is very high. Moreover, the rapid urbanization regarded the recharge rate of the groundwater. What measures can be taken to increase the groundwater level of the city.
We have to improve the recharge at all costs, natural or artificial. Rainwater harvesting can help to some extent with artificial recharge. It is high time that policy level actions are taken for mandating the inclusions of rainwater harvesting setups in every urban building of Dhaka city. This will not only serve as a secondary water use option , but a portion of that water can also be harnessed to allow artificial means of groundwater recharge.
It is not easy to rise the groundwater level in high intense exploitation, because the groundwater storage is controlled by the groundwater balance (recharge = discharge). hence pumping from wells should be done according to safe yield requirement, artificial recharge and mitigates of groundwater production may improve the recovery of groundwater levels.
In the urban environment, it is neccessary to avoid reduction of groundwater recharge due to hardening surface. A new concept is so-called "sponage city", which includes all different efforts to increase groundwater rechrage by creating pentrating channels on the surface that is ussual covered by cement...
Diversion of water across catchments is another measure that has not been mentioned in previous answers.
Make a comprehensive water harvesting to the maximum exploitation of rain and floods water.
Introducing laws to limitation the random and unscientific wells drilling and regulating their action towards consumed water amounts without affecting the groundwater amounts.
Groundwater level depends on the changing and discharging capacity. To increase its level, some exercises have to be done. This could be recycling the surface water by ensuring that waste and contaminated surface waters are purified and injected to groundwater repositories. Pumping should not be higher than the rate of recharge at a time. Incessant drilling of boreholes should be discouraged. Besides, as opined by others, rainwater harvesting should be encouraged.
