Please drop your notes/opinion on how Journal is categorized especially; Domestic and International? As we know not all kind of journal named with International or Domestic. Under this circumstance, how we can recognize this is domestic journal and that one is international journal. Further clarification in this regards will be highly appreciated.
Could it be an explicit criteria --S/he has to publish a paper in International Journal-- for a PhD students to get graduated?
Any domestic journal published from a particular country could be an international journal for other country?

Some of the criteria to define a Journal as International are:
- If more than 25% of the editorial board are from outside the country from which the journal is published, preferably from more than one country
- More than 25% of the papers are from outside the country from which the journal is published.
- Large number of subscriptions to the journal are outside the country
- Indexation in Web of Science/Scopus/PubMed/CrossRef, etc
- Relevance of most articles is Global rather than local.

I think another way to define the journal is by the geographic applicability of the research it accepts.
I one wrote an excellent article about student privacy in higher education, but the data collected was only about higher education privacy policies in the US. An international journal was not very interested, because the article did not apply to other countries, so it was more appropriate for a domestic journal.
In Croatia the rule is if at least 30% of editorial board is from orher cou tries snd if you have foreign reviewers. But most important is international recognition in indexation.

I agree with Dr. Madhavi Anurag Bhargava. Contributions from international authors and editors make a journal international.
