I got the diffraction data (XRD) for materials, but some peaks are not identified by JPDS cards, so to identify them we suppose the existence of certain phases being based on this idea: a phase is existed if its main peak is existed among the obtained peaks, but that idea is it true?

It is ONE possibility but not automatically true. I should be able to explain all the peaks. And you should check your sample (preparation) again. If the visible signal is reproducable it make sense to search more deeply for reasons.
Peaks which were not identified are likely belong to the other phases in your material. Usually some admixtures from the synthesis, starting materials and so on.
Do not look at the main peak only, it is simply wrong (well, unless you have a crazy large preferred orientation and this is the only peak you see, but it is a different story. I shall assume you collected a decent quality XRD). Assigning of only one peak does not qualify as a good match.
