Firstly by my specialty then checking it as being a peer review journal with an impact factor(Thomson Reuters) or SJR (  Scopus). Best regards

I think the first step is looking for journals with aim and scope within the subject of your paper. Then, the journal should be indexed (the best is JCR ISI = Impact factor). Finally, you should look at time between submission to publication.

Sometimes, publication charges are limiting factor.

Some of the top journals don't request for publication charges while others do. Just do a good job and they are more than ready to publish your work after thorough reviews.
