You firstly group the wind speed data like,,, wind bin such as 0-1; 1-2; 2-3; 3-4....like way and with the frequencies of their occurrences in a particular periods and solve it for the LSM,, you will get the predicted values of frequencies which help in knowing the shape and scale factor of wind data of that topography.

When you divide sample mean by sample standard deviation, you will se that the ratio will be only a function of Weibull shape parameter, m. Use Excel Solver to find the value of m that gives the same ratio as you got from the sample. Note: Excel has a "gammaln" function so to find the outcome of the gamma function type "exp(gammaln(....)". Let me know if you need more help.
