For concrete carriageway, it is normally classified into two types: reinforced and un-reinforced concrete pavement. The reinforcement in reinforced carriageway (in the form of mesh) is used for controlling cracking, what about un-reinforced concrete pavement function without mesh reinforcement?
Either it is light loaded pavement otherwise you can use fiber reinforced concrete that posses better tensile strength and crack control capability than the normal unreinforced concrete.
As an alternative you can use Steel Fiber reinforced concrete or ECC concrete.

The mesh reinforcement is required to control the impact of temperature gradient only, it had nothing to do with the type of loading. A good quality control and the implementation of additives to control the setting time can eliminate the need for mesh reinforcements.
It is always preferable to use steel reinforcement like wire mesh or fibers as mentioned in the experts answers, in all concrete elements regardless of the load. Off course it is also important to have durable concrete with the needed surface finish according the intended usage and loading.
