Yes, it is necessary to monitor the battery cells when they are in a battery pack. Because the degradation of each battery could be different for many external factors like pressure and temperature. If one cell in a pack could not balance the current with the other cells it may cause an inaccurate SOC estimation of the whole pack. The battery packs used in electric vehicles are consisted from hundreds of battery cells. Due to energy capacity and weight, mostly the lithium cells are chosen today's EV industry. After several charging and discharging cycles, each battery cells needed to be balanced in same voltage level. Battery management systems are for balancing them and SOC level is monitored in pack level. So, each battery cells need to be monitored and balanced. But SOC level is monitored in battery pack (mean all the serially and parallel connected cells).
