It is a genuine question. All the programs regarding public health is the responsibility of Ministry of Health and Population in the context of Nepal. It should be efficient and all have access and equipped by modern technology. Governments should provide high priority in term of "BUDGET".

In my view, with the appearance of COVID-19, the importance of PREVENTION in countries focused on treatment, once again, become clear. Unfortunately, the attitude of most developing countries is treatment-oriented, and most of the budget, time, and education is spent on strengthening and promoting TREATMENT, and health care providers are isolated and not given enough attention. Perhaps only if public attention (governance and society) turns to health and prevention, will there be a possibility of overcoming this crisis.

In the Netherlands, as well as in other countries, citizens take initiatives to provide or maintain services in the area of care and welfare. Most initiatives are established by a group of citizens with the aim to increase the health and welfare within their local community, and that are not focused on making a profit. Regulatory strategies that leave the provision of social services to a competitive market logic have difficulties to control the social policy output. Since the actors do not primarily follow a socio-political intention but a profit-oriented one. Accordingly, the question of effectiveness can be given more space by relieving the actors of the "burden" to generate profit and no longer producing socio-political services as a by-product of the logic of competition.

From the Biafra (Eastern Nigeria) perspective, "Public Health Governance" can be effective vis-a-vis combating COVID-19 (Chinese Virus) by focusing on the community strategies. In their interactions in the communities, people should be very careful and do not abandon their guards. During funerals, birthday, new house openings, newborn babies, marriage, etc celebrations/ceremonies, people should strive to maintain social distancing, as well as keep very few company/associations. Basically, good governance in Nigeria is an illusion (not possible) as a result of maximum corruption of Nigerian politicians. So, the citizens must be very reasonable and take all necessary precautions to stay safe and protected at the grassroots amidst the COVID-19 (Chinese Virus) pandemic.

I am interest in your question and the answers you receive. I am looking at the US response to what should have been straight forward public policy execution. In the US I see the public policy response being divided between public health objectives and economic objectives. Successful achievements of objectives appear bound by government action and citizen support or compliance to those actions.

I try to give my perspective from Indonesia. The COVID-19 pandemic has put tensions on budget allocations for health with other priorities. Now the Government has adopted the ways of developed countries on how to manage infectious diseases and has thought of reforming the national health system. This decision makes it possible to succeed because other dimensions focus on the importance of public health. Nevertheless, the biggest weakness in Indonesia is that we have to relax the lockdown to open the economy. We call it "New Normal." This decision is vital for the economy but is contrary to current paramedic expectations.

After SARS-COVID 19, I think public health became one of human rights not only as a governmental service! We should avoid from reductionism. A paradigm shift is necessary to overcome on this outbreake.
