I was the meaning that this cames simply from the W-1 for the Electrons and
from the W-2/3 for the (anti Up, anti Charm, anti Top) and
from the W-1/3 for the (Down, Strange and Bottom) and
from the W+1/3 for the (anti Down, anti Strange and anti Bottom) and
from the W+2/3 for the (Up, Charm and Top) as well
from the W+1 for the Positrons (anti Elektrons)
Why should that not be possible as there is no other fundamental charge?
Charge represents an interaction. The interaction constant is the charge.
Quantization of the electric charge is an experimental fact. Thus all theories must reflect that. Dirac has shown that an existence of a magnetic monopole leads to the quantization of charge. So, no charge 1.45 e_0 is allowed. Till experimentally found, of course. But charge is quite strong. It is well seen in the magnetic field experiment. So far, nothing.
In Standard model electric charge is a gauge coupling corresponding to U(1)em gauge symmetry. This is a top down approach in the sense that at high energies above electroweak scale the theory has a larger symmetry which is SU(2)L x U(1)Y, and which spontaneously breaks (via Higgs mechanism) to U(1)em. During symmetry breaking diagonal generator of SU(2)L mixes with the generator of U(1)Y, and forms electric charge. The relation is Q=T3L + Y.
