Why add Na2CO3 and not NaOH?

The comments from Dave shows that the impurities affect the low concentration of caustic soda obtained from sea water by electrolysis. Then I need basic impurities that can retard the yield of caustic soda and possible method of removal.

we can use wastewater of desalination system near the shore to input saltwater to produce NaOH.
