The spatial planning of the region help people's lives, regardless of climate change or not. A good spatial planning take risk areas housing or commercial and industrial activities susceptible to floods, landslides and other natural disasters, leaving these areas to extreme events with activities that there is only a momentary interruption of the use of the area.

Deposits, industries that do not suffer from flooding (by interrupting the supply of electricity) or even shopping stores.

A notable example of a natural zoning is in Venice, simply a luxury commerce exists in Pizza San Marco. When the tide rises, boards are placed for tourists and residents to go down the tide, when it descends merchants wash the walls and everything returns to normal, nobody loses anything and even serves as a tourist attraction!

About the scale, I think that the proposals are too large to accurately define the zoning, but before leaving for a project is important to do fieldwork checking the marks of water, since there may be singularities that are not noticed by maps or satellite images.

If one believes that there is a link between climate change and more natural disasters, then creating more resilient communities through limiting urban sprawl may help. Please see our attached paper. However, I think stopping climate change would be in order as a first step. Best, Thomas

Really interesting question, and so many angles to think about. What you are suggested is whether socio-economic change and development is more important than climate change when it comes to disasters. In many situations yes. I'm into coastal research and sea-level rise. So for example, the 1953 North Sea surge resulted in higher impacts than a similar one in 2013 due to spatial planning and of course defences. There are many other examples world-wide if you think about hurricanes or cyclones that can hit the same area, sometimes decades apart.]

An EU funded project, CLIMSAVE (ended 2013) also looked at synergies and antagonisms on climate mitigation and adaptation (our paper is in review).

I don´t know if our case will be very helpful for your study in India, but here it goes just in case.

I am from the Basque Country (the spanish part). We have quite a big autonomy, so many public issues are planed and managed by the Basque Government (www.euskadi.net). There is a Land Planning Commission in which various government departments are represented, such as the Basque Water Agency, the departments of environment, culture, health... All members issue reports on the urban planning project being analyzed and establish the conditions the plan must meet. The reports of this Commission are mandatory and also binding in many of its terms.

For instance, the Water Agency (www.uragentzia.euskadi.net) has several land-plans regarding flood prevention. Flooding areas are defined considering many technical issues, and also climate change. When new local or regional urban plans are being defined, the report from the water agency is mandatory and binding. Thus planning is determined by the constraints related to flooding (obviously not only by flooding, also other water related issues).

I am afraid most of the documents will be in Basque and Spanish, but if you are interested in flooding, I could try to find some information in English.
