There are various type of degradation in relation to the soil quality. It may be physical, chemical or biological degradation. Other than this the soil are conditionally renewable resource. it can be restore up to certain level of degradation.

Either I am not familiar with the quantitative measurement of soil resilience but  I think it can be correlated with the extent of the soil degradation. You can think about in this direction. 

Usually, resilience is calculated for a specific trait of the system. So for instance SOM as Dr Davies writes, or thickness, or water holding capacity. So for your measurements you could first describe which parameters are included in your 'resilience' and then decide upon the experiement (and length of it).

I think labile soil OC measurement or CMI may be  potential options to measure soil resiliency in quantitative manner.

There are a number of factors you should consider. These are

1. the critical limits, for whatever soil parameters you want to use to measure the resilience, from which soil can recover to its initial state after disturbace

2. The rate of recovery to the intial state and the pathway to recovery

resilience is the capacity of a system to stay stable in a series of disturbances so soil resilience is the capacity of a defined soil system to stay viable  when external or internal factors try to change its constituency, like for example pollution of farm fields from fertilizers and pesticides that affect its bio capacity when desired moths and bacteria die out in a large scale such as decomposition becomes  limited and plant roots

do not absorb plant nutrients with an effect in primary production big enough to stop ecosystems succession. so determining which is your polluter (its amounts, that figure out the socio economic variable ) and what is the extend of the environmental impact that happens (meaning the environmental variable that can be affected at major due to disturbances) can be quantitatively measured in order to understand how soil resilience is lost. if we understand the reduction of soil resilience we can understand the  potential that that  soil had before depletion. this is just my intuition! 

Just an addition: in ecological science Resilience is not so much about 'stay stable', but 'has the ability to return to its previous state' and the speed thereof. This is an important difference, as 'stable' is a very difficult description for systems that from nature have so much variation in them.

You need to decide your variables first then you can be assisted on how to quantify or measure your variables. Resilience  is like a scalar quantity(i mean does not show direction) in terms of measurable variables. Make it vector(with direction) then the researchers will be able to help.

Soil resilience has been discussed generally, but methodology is not standardized. As noted in your question, soil resilience has been defined as the capacity of a soil to recover after disturbance (see for example Seybold et al, 1999, Soil Science 164(4):224-234.) This is a somewhat different concept than soil resistance, which relates to the stability of soil when disturbed.

Capacity involves both rate and degree of recovery. Measuring the rate of recovery is difficult because soil changes may be relatively slow on a human time scale, and experimentally initiating soil disturbance is challenging for a variety of reasons. One possibility is to substitute space for time, by measuring dynamic soil properties at a number of sites with similar soil and disturbance histories, but differing intervals of recovery. Another challenge is determining which dynamic properties are critical to measure.

 we know that the Soil Resilience is its  ability to restore its life support processes and

environmental regulatory functions, but my question is this proparty have any realtionship with tillage applicaation in the agriculture field.
