I have invited some of our scientists and researchers working abroad to participate in this debate, but I have not received any response from them. Perhaps their silence is a kind of response.
@Nebi, they can bring their research back home, they can invite young researchers for academic visit and study, they can make joint venture companies, distinguished professors may be visiting professors in their home country etc. Of course, they can invest directly into home country!

Those theoretical issues described in those books have a major obstacle that is not clearly addressed:
the home country institutions and the people in charge are not willing to accept the offer that comes from abroad.
I have numerous examples of the high level scientific individuals who were born in Kosova and they reside in the US, that tried to honestly help by approaching appropriate institutions and individuals and offering their services. Needles to say they were given a "cold shoulder".
Unless those individuals in charge change their minds, I believe, nothing can be done because, they are decision makers and they have that decision neatly wrapped under their control.
