When Einstein's general relativity theory predicted that light is bent in a gravitational field, Eddington verified that during a solar eclipse. He showed that  some stars behind the sun were viisible, seemingly moved from their real position of almost 2 seconds of arc.

But I've read somewhere that Newton's theory predicted a smaller angle, but not zero. How is this possible? I thought that Newton's gravity only acts on things with non zero mass, and consequently not on photons.

Can anyone explain ?
