These lines look like slopes, plus or minus some standard error. However, prediction intervals would seem more appropriate, if you are talking about points that fall in or out of a range, though I can't say for sure, as I don't know your application.
There are two sets of questionable points, each one roughly following an axis: on the y-axis, up to about 40, and on the x-axis, out to near 50. Those look like errors I've seen before where data were reported in the wrong units. I don't know if that makes sense with your application, but just thought I'd mention it in case it does apply.
