In my opinion, as a definition suggest, : " A conference is a meeting of people...". You can submit your paper to international journal but If you want submit your paper to conference then you must attend in this conference (if your paper will be accepted).

Most conferences require that you pay a conference fee and attend the conference to present your work. If you do not wish to attend a conference, it might be a great idea to submit your work to a journal/ejournal instead.

On the one hand, a conference that publishes submissions of people that do not care to show up in person and present their work is definitely not a conference I would ever like to attend.

However, I understand that it might be difficult for some people to travel for various reasons (lack of time, funding, visa issues, ...), and recently online conferences are becoming more and more popular (in particular, in IT related topics). Of course, there were many threads where hard discussion was done regarding the value of conference papers vs Journals papers! As all said you have to either participate in the conference or if your paper has a coauthor then the coauthor  can present the paper if he/she participates provided the conference scientific committee accepts the submission.  

Well, the original question actually asked for conferences that do not require attending by any of the authors of an accepted paper. This kind of conference is called 'virtual conference'. Nevertheless, don't forget to check Beall's List of Predatory OA Publishers for the organizers and publishers of the conference and its proceedings or journals.

Following steps:

1. Check the conference in your area

2. Prepare research paper according the conference guidelines

3. Meet all requirements of the conference

4. After acceptance, present your paper in the conference

5. Meet and interact with researchers of your area of specialization

6. Then prepare your full length paper with extended version with full data and tables.

7. Send to international Journal having Impact Factor and indexed on SCOPUS

8. And go on ... .

Usually most conferences will insist on your presence as they want to get your participation fee. This is a "dirty" reason but conferences cannot be organized for free. If you want to publish free, you should look for journals which publish without publication fee. Her,e however, maybe high scientiffc level is required.

In this case, you should find a journal - preferably one that is internationally known in your scientific discipline. Other ways - are ways of "shortcuts".

Scientific conference is in fact a meeting of scientists - which is characterized by unity of time and unity of place (unless it is a tele / video-conference - then it applies the unity of time).

Thank you dears for your guides and suggestion, I see that attending in place of conference is important, but it’s too hard for me to go abroad, so I need conferences which there is a requirement to attend, or Online Conference.

Also the most important causes that force me choose conferences instead of journals is that the timeframe required for admission and publish in journals is too long. Some journals acquire too money (about 3000$ USD) for publish and it is hard for a student to undertake that.

So with these conditions, what would be your advices and suggestions?

There are lot of Journals those do not charge any amount but require quality of the papers. They review the papers and if found suitable, accept and publish. Please check the Journals of the following groups:

1. EMERALD Group

2. Taylor and Francis

3. Wiley online

4. Science Direct

5. Springer

6. Inderscience

7. Sage

8. Etc. ... .

Majority of the Journals of the above mentioned groups are not charging any amount but review the paper thoroughly and check the quality of the research.

However sending paper in International Conference gives you chance of presenting, meeting people, interacting in your area, and then make the paper publishable in the Journal.

I, specifically, do not suggest you not to publish in paid Journals.

Dear @Moshen, here are some threads where you could find some good answers and valuable suggestions about Journals as you can not afford to attend Conferences. I find that visibility is very important for younger researcher!

I believe it is valid to submit a paper both in journals and in international conferences.

In my opinion it is not necessary to have a complete research, but it is interesting that there is a clear goal, good literature, a well-detailed methodology and expected results as the method.

Go to Congress allows to know other researchers, to know their opinion about your work and learn dynamically. But must be prepared to travel, subsistence and participation in the event.

Already in journals, visibility is great and is not required to spend anything (in the case of tax-free publications).
