Generally, such aggregates absorb high amount of their water absortions in the first minutes. However, there can be a significant diffirence between the early and ultimate water absorptions. You can try to saturate the aggregates before the mixing. Or, short time (10, 15, 30, 60 min. etc.) water absortion amount of the aggregate can be add to net water content of the mixtures. In my opinion, the short absorption time for aggregate should be set compatible with casting time that is time from first contact of dry mix with water up to compaction of the concrete into mold.

The water ratio is usually seen as the water:cement ration, therefore the determination of the water ration depends on the weight of the cement, where usually starts as 1, meaning if lets say the ration is 1:2:4 = cement:fine aggregate:coarse aggregate, and here the weight of cement for e.g is 50 kg, therefore the ratio of the water has to be multiplied with 50 kg. So predetermination of the water ration has to suit the ratio of the cement.

You must make the correction of the water in the concrete , bearing in mind the total humidity of the aggregates, if the aggregates have absorption capacity you must to know the total capacity of water absorption of the aggregates and to correct the total water of the concrete. That is to say make the correction of the concrete bearing in mind the TOTAL humidity of the aggregates.

Dear, the cocrete mic design is usually based on saturated surface dry SSD bases.you may put your aggregate immersed in a waterbath overnight, then go for the mix proportioning process.

I use the following method: I fill the aggregate in the moisture state that is at the moment of concreting (it is difficult to determine even the absorbency and actual moisture of the aggregate) to the buret (2 liters capacity). I flood with a certain amount of water and I wait for a period of time as long as the mixing of concrete and sample formation. I determine the amount of water that has absorbed the aggregate at that time. This water is not included in determining w / c. Method repeatedly tested with RCA aggregate with absorbability 6-7% and humidity 3-4%.

Saad Sarsam correctly stated that mix design is based on a SSD condition of aggregate. I will expand on this.

In mix design when deciding on a Water Cement ratio, we assume the aggregate is in a SSD condition which means Saturated Surface Dry. This means that the aggregate will not absorb any water and also does not hold any excess water. 

The water requirement calculated to attain the required strength is usually very different to the amount of water that will go into the mix. You do need to know the absorption capacity of your aggregate and the current moisture content when you actually make your concrete. If your aggregate is in the open and it has been raining then you will have to probably reduce the water you add but on a very hot day you might need to increase your water.

1. determine your water cement ratio

2 determine the absorption capacity of your aggregate 

3. determine the actual moisture content of your aggregate.

If your Water cement ration is 0.5 and you are using 400 kg of cement you will require  200 litres of water.

if the absorption rate of your aggregate is 5% and you need 1600kg for your mix then this means that the aggregate can absorb 80 litres of water. remember that when you place this material in the mix it is really 1520kg of aggregate and 80 litres of absorbed water.

If it is a very hot day and has not rained for a long time you might do a moisture content test of your aggregate stock pile and find that it  has a moisture content of 1% which means that 1600 kg of aggregate will contain 16 litres of water,  Thius means that the aggregate will absorb an additional 64 litres of water once you put it into the mix so you need to make some adjustments

origional mix design

400kg cement

1600 kg aggregate

200 litres water

Total weight = 2200kg

after adjustments for current moisture content of aggregate 

400kg cement

1536 kg Aggregate

264 litres of water

total weight = 2200kg

If however it has been raining and your aggregate is very wet you will have to reduce the water and increasevthe aggregate accordingle.
