Quoting from other's research is called secondary sourcing. Secondary sourcing should be covered both in the form of a citation and a reference. This practice is generally discouraged because a preference should be given to the original text also called the primary source.
Quoting is acceptable only if you credit the original author otherwise it becomes plagiarism

The most important idea is to quote from the original reference and give the credit to the author. The ways of documentations are known to all, specially the PhD holders.
