Most of the paper synthesized iron oxide NPs from oleic acid and then coated with PEG where functional group id COOH.

I suggest that you purchase PEG functionalized iron oxide NPS from pharmaceutics like sigma, then you can use simply EDC to activate the carboxyl group to conjugate to your targeted proteins or peptides.
