The UCSC website has the following 3 files with all 1-kb, 2-kb and 5-kb promoter regions of genes at http://hgdownload.soe.ucsc.edu/goldenPath/hg19/bigZips/
upstream1000.fa.gz - Sequences 1000 bases upstream of annotated
transcription starts of RefSeq genes with annotated 5' UTRs.
This file is updated weekly so it might be slightly out of sync with
the RefSeq data which is updated daily for most assemblies.
upstream2000.fa.gz - Same as upstream1000, but 2000 bases.
upstream5000.fa.gz - Same as upstream1000, but 5000 bases.
I agree with Albino that the UCSC genome browser is a good tool.
I would just add that in your case (only one promoter wanted), you should just go to http://genome.ucsc.edu/ , click on Genome browser, and type IGF1 in the search window. You will be shown the corresponding genomic region : click on IGF1 gene, then Genomic sequence, and choose the amount of promoter sequence you need (uncheck the rest).
Unfortunately, many genes have regulatory regions outside the promoter, within intragenic regions and of course enhancers pretty far from the TSS.
But that's a start right?
