I would like to know how can I simulate the interaction between steel bars and concrete such that can I determine the effect of steel bars specially in confinement. I do not know how to place the steel into concrete in ABAQUS. I need another way to model the interaction instead of using Embedded region.

You can use embedded region constraint in interaction module in abaqus.

I would like to add that for the effects such as bond slip and dowel action, we have the "tension stiffening" available in concrete material definition
You can use cohesive element (explicit analysis) or cohesive behaviour (static analysis). Bilinear traction separation law is recommended to model the behaviour of the bond.
