You can see our paper entiled ""2D numerical investigation of segmental tunnel lining behavior" published in Tunnelling in Underground Space Technology journal.

To simulate segmental lining in FLAC3D, we used embedded liner element which is available in FLAC3D.  Each joint was modelled using double node connections.

you can find an example in manual of Flac3D that simulates a wall with embedded liner, but it is better for you to read completely section structural elements/Liner.

you can also use simple liner.

sel shell id=1 prop iso=(1e9, 0.25) thick=0.18
