May be an index developed, that combines the performance and CRE inputs, consistent with BSC, would at least partially solve your problem.

There is a great book from Michael Schweiger, called: Immobilienmanegement - Best practice - Controlling of big corporates with BSC, 2007. But unfortunatelly it is in german, but you can get in contact with Michael Schweiger in getting more details out of his analysis.
