Hi Sebastian, this does not answer your question, but may help. If you release your software you could embed a citation so that users know how to cite your software if they use it. Might look something like this. "If you use this software please cite as

Illing, S., 2013. Research software (or another appropriate title) [Software]. Available from: URL here. [Accessed 08 August 2013]." You might also consider releasing it under a creative commons licence that requires the source is recognised [http://creativecommons.org/choose/ ].

Perhaps you could try Environmental Modelling and Software:

It is focused on environmental systems and explicitly welcomes reports on model evaluation. I don't know JORS but it seems more general. However, I dont' think EMS provides you with any open-access server for your software, which you would have to organize yourself.

The other option I've seen is Computers and Geosciences.

I check this one and the above mentioned regularly.

As I said its a small tool and I don't think it will be published in GMD or EMS.

The tool is integrated in a framework that is used in a big project. So most people probably won't download it or look at the source code.

I think I'll try JORS it seems to be the easiest and cheapest way.

Some journals offer program notes. I believe Ecography at least used to publish short program notes.
