I synthesized RGO-TiO2 powder. Now I want to produce a solution of this powder with high dispersivity and for it not to settle quickly. I tested water and DMF but in both of them the powder settles quickly.

the stability is a big issue when dealing with dispersion of nanoparticles into liquids. You should look for dispersants. They will improve stability of your nanofluid, but might affect its properties. I used oleic acid for my case, see Friction and Wear Characteristics of Oil Based ZnO Nanofluids,Tribology Transactions, 02/2013; 52(2):236-244. It might be a good approach for your case as well.
I would be surprised if you would like to dissolve it. For this oxidation in combination with strong base or acid would work. Likely you intend to disperse them.
Likely your powder is strongly aggregated. Density is high. According to Stokes law fast settling results. You may try high viscosity fluids or addition of thickening agents.
I afraid it is not possible, because both of them are "insoluble", so their combination cannot enhance it.
