What do you want with this "card"? How you want use it, if you would get this "card"?You need an implementation in your software which can deal with this database. As far as I understand it you need some kind of interface between PDF2 or PDF4 (many years before: JCPDF). How do you want use the card? Do you want simply compare this visually? Then it is better to take crystal structure database entries which enable the simulation of the diffractogram and compare them with the exported measurement, e.g. by PowderCell or any other free available software.

It is explained well, but when you are in a situation where you can't accesses the XRD softwares, you search the internet for the card number related to the targeted material with defined crystalline structure.
Example: card number of NiO is mentioned in the following study
