Hello, I am a doctoral student. I'm about to collect data on the Organizational Citizenship Behavior scale. The scale was from the following paper:
Williams, L.J. & Anderson, S.E. (1991). Job satisfaction and organizational commitment as predictors of organizational citizenship and in-role behaviors. Journal of Management, 17, 601-617.
But how can I get the questionnaire? Do I need a license or permission to use this scale?

If the paper is published, it is public. I mean, you should cite the original article in the instrument section, but if you are going to use the scale, you can use it. You need to cite it properly and that is all. Off course if you are going to adapt/translate the scale, you have to describe it.
This scale is very good. I like it too.

The above mentioned instrument for OCB is reliable and valid, you may use it by citing it in your study.
@Chiu @Amalia has rightly advised you that you only need to properly cite the publication for adopting the scales/questionnaire from the particular study. There is no need to seek permission.
