I am interested to compare case studies from other South Asian Countries on governance reforms (with that of Nepal) in general and on policy based lending for governance reforms in particular. I would like to have primary investigation on the availability of relevant data and information before preparing a complete draft of my research proposal.

my first port of call would definitely be the World Bank website then ADB. Once you have some idea of which other cases might be relevant then you should look at the work and financing of the main donor group(s) - the evaluations can be a good source of 'data' as well as pointing you towards key resources for your cases.
Since policy-based lending can (loosely) be defined in the sector as untied donor funding funnelled through a country's own public financial management systems, you might also think about the transition from earlier models of support e.g. from sector or program based approaches through budget support to the 'more' hands off policy-based lending. There are many interesting questions to be asked in a comparative case study research approach on this issue but comparative data availability or access can be a problem, I agree. In a governance development context, though which data is (freely) available and which has to be personally developed/collected on the ground, eg through interviews or other methods, can also be an important contribution to your findings.
