I bought a copy of the APA Publication Manual for my MSc-thesis but actually was ending up not using it a whole lot. When it comes to APA-Style as soon as you have a specific question most likely somebody already answered the question before online. I never felt that I desperately needed the APA manual desperately to write in APA-style. However, there are some nice text and figure examples in the manual...
So in my opinion (your needs might differ) you don't really need the APA Manual to write in APA-Style. The APA-Style homepage also covers many issues and offers an online tutorial:
