You have to find out the addresses of the author(s) or at least that of the journal editors or of the publisher and contact them directly.
Dear Charles H. Song If you click on an image after you enter the search item in Google and clicked on 'Images' you end up with the journal (paper). See for example the first journal and the info about permission etc.

PS. In most cases there is no need to request permission for papers/figures in open access journals (all you need to do is indicate properly all the info author, title, journal, volume, issues number and page number).
