I have problem in smoothing the slope derived from digital elevation model. I want to do filter for the slope 20 degree slope in 3X3. But I am not able to put these kernel size condition in filter tools in ArcGIS Desktop 9.3.

use the Focal Statistics Tool from the Spatial Analyst Extension. Use as Neighborhood Type Weight. Here in a text file you can define any size and values for your filter kernel. Define your 3 different filters, apply them on your slope raster and combine the resulting three smoothed rasters using the raster calculator with the con-funcion.

First of all use the con tools located in spatial anayst tools
add your slope data as input
Write your rule in sql table and
if true sellect slope data
if false write NoData if NoData not acceptible write zero
then:
apply your kernel size 7x7 in first image
repeat this prosedüre for other slope classes
finally plus all resulted image for a merged result.

Ok, first of all you need to set the kernel size, that's would be resampling the data for example and then creating the slope maps.
then with raster calculator, use setnull to delete ranges from data ex: setnull(raster_slope>5,raster_slope)
