Yes, you can, but it is very difficult to do since the location of a tweet is related to the location of the user and it's up to the user to give this information, so it lacks accuracy. However, sometimes a tweet has a field (in its json format) that is related to the latitude and longitude, but again it's up to the user to let Twitter get these information...
