You mast use of Extract Multi Values to Points tools in ArcMap software.firstly you mast add temperature raster layer into this toolbox and after add your observation station map.

If GIS is not a must, you can use CMhyd tool to extract and bias correct the variables, corresponding to your stations.

In R, you can use

If you want to extract exactly to the corresponding observation stations/grid station using ArcGIS follow the following procedure: Go to Arctool box>Multidimension tools>>make NetCDF Table view>input the NetCDF(the downloaded file)>Variable(select, PCP or temp)>Give output view place>dimension values(input your latitude and longitude)>ok. It is also possible to use CMhyd, download from https://swat.tamu.edu/software/ and it works for both grid/observation weather stations. Good luck!
