Try to make sure that the full statistics have been calculated by ArcGIS for both files.

Open the file properties, go to the Symbology panel and try changing the Stretch Type (be also sure that Statistics are set to "Each Raster Dataset"): if the full statistics have not been calculated then a prompt will ask you for doing so.

I am also having the same problem! The albedo value in ENVI is in the range of 0 to 1 but when exported/opened in ArcMap value changes to the range 0 to 255. Please share if you have solved the problem!
