How Can I do a solution with PLA and PEDOT:PSS?

I'm trying to do a solution with PLA and PEDOT:PSS (commercial solution 1,3% in water) but I can't. Only obtain an emulsion in the better of attempt! the solvent used is chloroform: acetone (2:1). Any suggestion?
