There's a range of polymers used in cosmetics called "Luviquat" which are copolymers of PVP with charged monomers (and sometimes other things). Something like that maybe?
What is you ultimate goal? To disperse already existing solid prussian blue or to synthesize a dispersion? In the latter case, you simply make "soluble" prussian blue, which is a sol. I doubt that the colloidal solution will have a significant conductivity (see structures of soluble and insoluble prussion blue: H. J. Buser, A. Ludi, W. Petter und D.
