I am planning to conduct four-point bending tests on tubes with different lengths and diameters. Do you know of any method to decide the proper loading rate/speed?

You advised me to look for an appropriate ASTM standard. Did you mean a proper ASTM standard on the material test (e.g. tensile test) or flexural test? I could not find any ASTM standard on tube/pipe flexural test.
Saeed Eyvazinejad Firouzsalari in some materials, for example in viscoelastic materials, the stress response is strain rate dependent therefore if you want to neglect viscoelastic effects you should be apply an very slow strain rate.
