By knowing the inlet conditions it can design the tunnel after know the throat or test section situations, then you can design the outlet condition.
I recommend the papers of Mr Vitalii Pertsevyi
These two books will do for your design of a supersonic wind tunnel,

Dennis G Shepherd, Aerospace Propulsion, Elsevier Publishing Company, New York, 1995.
Knowing inlet condtiions we can design for throat or test section conditions, Knowing test section conditions, we can design exit condtions or outlet condition.
Data book on Gas Tables is also necessary.
