Perhaps you are talking about Al Nina or La Nina effect.
The effects of these events impacted differently at different sites with different level of impaction. More simply if Nina effect causes rainfall at your site then it will subsequently lower down the PM concentration and vice versa.
If you have long record observations of PM10, you can try to apply EOF analysis to meteorological variables (from model outputs, GCM, or reanalysis data) which are associated to the el nino/la nina oscillation, and correlate the ENSO anomalies to the observed PM10 anomalies. You can look as a reference a similar studies done for O3 and PM and NAO in Europe.
