How can I apply Zou-He Dirichlet Boundary condition in the Lattice Boltzmann Method, but with unspecified non-zero tangential velocity?

As always published in the Zou-He boundary condition for the common D2Q9 lattice, the tangential velocity is always set to zero for the Dirichlet boundary condition. For my case, I need to specify the density/pressure, but solve both the normal and the tangential velocities, which is common for the outlet conditions. Any suggestions for the fifth required equation?

Thank you Ayurzana. Yes, exactly, but in my case, I don't know the normal or the tangential velocity, I need to solve both of them, I just know the density.
