I am currently studying the analysis of flow in a plate heat exchanger with a new plate geometry ... My question:
How can I in ANSYS Fluent to apply on unit cell (single plate and two fluids with counter flow) to obtain results representing the entire exchanger containing 12 plate. Can I to apply the periodic boundary conditions?

I think you should simulate your physic like below link.

If you use Gambit you should link together the upper and lower edges and then mesh your physic. After that use periodic B.C. in Gambit.
Or you can use this pattern in Fluent for Periodic B.C.(first you should use wall B.C. for the upper and lower edges, and in fluent change your B.C. from wall to Periodic B.C.).
In Console:
Mesh>modify-zones>make-periodic> Periodic zone>shadow zone>rotational periodic(n)>create periodic zone(y)>auto detect translation vector(y)

First you name the walls which are going to be periodic walls in the Ansys meshing.
In Fluent, in the boundary condition module, you will find IDs for those walls.
then, in the comment bar, you should define periodic zones by writing modify zone. you can find comments on the internet. Finally, you have to define a vector to show the direction of periodicity.
