I'm agree, vitamins A and D are fat soluble.
We used to create water soluble form of this vitamins, but have a problem with determination of vitamins concentration after adding of the polymers like Kollidon for colloid solution forming.
Can you exploit the chromophore of the vitamins and use UV-vis spectrometry for quantitation, having determined the window for observation free from the polymer carrier?
I don't work very well in this large areas, but have you tried using magnetic resonance? is a hypothesis.
I think so, using nmr in procedure of solid fat content analysis at below of fat's melting point temperature could be used to determine vitamins A and D in the emulsion system. Differences in solid fat content and amount of fat in emulsion is the content of vitamin itself.
If water soluble form of vitamins A and D was bound to or encapsulated into the colloids of Kollidon, it will be better to release and then measure the vitamins after adding instability agents to destroy the interaction between the vitamins with Kollidon or the intact of Kollidon colloids.

* about Vitamin A: Vitamin A may be determined by spectrophotometric, colorimetric, and fluorometric procedures. Sometimes chromatography is required as an important part of the method. Colorimetric procedures with SbCl3 are now most widely used to measure vitamin A (retinol) in foods.
