Is your powder made of polymer particles coated in a ceramic? Eitherway there are various techniques that you could explore. You could use TGA to determine the weight percentages of the ceramic phase mixed with the polymer phase. The polymer phase will decompose leaving a 'residual' amount which should be the ceramic phase. If you have availability of an SEM or TEM with EDS or EELS attachement you can get both an image of the fine powder particles and elemenatal composition. You could also analyze the powder using SIMS or FT-IR.

try to extract the polymer by trying a series of solvents if it is extractable. I don't advise you to use thermal degradation since this method permits some tar, char, coke, and carbon black with the filler, so the estimation of the mineral loading will be meaningless. If the extraction works, it is better to do it with a soxhlet setup. Regards

I wouldn't suggest XRF. I agree with Mr Padbury, and my personal preference is SEM, do you know the range of your ceramic particle's size?! 

 If you want a ceramic phase must go to the XRD analysis, If you want the ceramic powder components must go to XRF. As for the shape and size of powder can go to SEM technique. The particle size can also measure using Lazer particle size analysis. If you want to calculate the proportion of the ceramic and polymer in the powder, it can be that when it is weight of a certain amount of that powder and then burn the powder to remove the polymer and after that can weight again to get the ceramic remaining in that powder.

I Think I must mention that I am sure about the ceramic particles composition but not about the organic phases. And the organic phases must be more than one. The powder is formed by mixing all the ingredients to form slabs and then milling the slabs to a powder with the size range of 8-16 micrometers.

My problem is to find out the organic phases present in the powder and also the weight percent of the every phase containing ceramic phase and the organic phases.

For the polymer as is well known that amorphous material, how can calculate weight persentage of these phases whether this material is noncrystalline, Therefore, the polymer can be analyzed by FT-IR for the purpose of determining the kind of bonds in these materials. while for ceramic phases can be calculated the proportion of each phase and determine the type of these phases by using the XRD analysis

I think you can use XRD to analyse the phase composition in the ceramic oxide layer. Also for the polymer, you can use SEM-EDS for elemental mapping.
