Advancement of Human Rights is one of the key features of Good Governance which e-government seeks to promote. Governments are mandated to keep people informed and also provide quality public services for them which can be made effective and efficient through the deployment of ICT. Therefore, what model best describe the above and suggest literature on the linkage.
Additionally you can think and model by & for yourself the multiplicity of relationships between eGov and upholding(protecting/promoting) human rights. For example, there exist within government and between government and society--providing and sharing info & knowledge (related domestic and international updates--policies, laws, movements, international norms etc) and using webinars or online-fora/communities for within-the-government; and texting using SMS messages, crowd-sourcing info (regarding incidents, violations, recommendable actions and persons, and related policy suggestions), posting and propagating good-example cases, and mobilizing forces for the civil society, and so forth for society. There may be also lots of great ideas for connecting related government bodies at all levels of government using ICT. We can talk about ways of making government generally and government agencies perform human rights matters as expected with eGov, which I am working on a paper (though not in human rights context). One way is through fire & disaster management. That is, through the environment, a number of natural disasters such as hurricanes, tornadoes, earthquakes, fire occurs which calls for the necessity of information from e-governments to protect its citizens from abuses.
