As you can see from the research you have already done on Ubuntu, operating systems are no longer the simple things they were when they first arrived on the scene decades ago. As you can see, the modern operating system is a modular construction, comprising the main kernel. loadable kernel modules and all sorts of other peripheral software programmes that can be added to make the complete system.
Creating a new operating system is certainly a very do-able proposition. However, you should first be very clear about why you want to develop a new operating system, and you should be aware of the enormous amount of work that will need to be undertaken to achieve this goal. If you are looking to build a commercial operating system, you should be clear that this will not be a small undertaking, requiring many man-years of hard work to complete. If you are planning on doing this as a learning experience, to gain a better understanding of how an operating system works, then that is certainly something you could look to achieve. For starters, there is a short Ubuntu article on how to build your own Kernel, and I provide the link for that below. You might also want to have a look at the new Ubuntu Microkernel and Nanokernel designed for the internet of things. These are likely to be far more manageable in size, since they are designed to utilise the very small sized physical components utilised in IoT situations. As you see from your research, the Ubuntu operating system uses a monolithic kernel, offering vastly more components and functions than would be needed for something like an IoT application.
In general, virtually all desktop and server operating systems have become monolithic in nature over the years, offering "out of the box" compatibility with both very modern components, as well as legacy components. The same holds for software systems, allowing both the latest new systems and legacy systems to run comfortably on the same operating systems. This does mean that some degree of compromise will be involved. Also, with the need to offer easy usability to the vast majority of users, this sometimes will lead to compromise on the security of these systems, as default configuration settings are often geared to ease of use rather than being tailored for security and privacy. Perhaps you might want to take a look at the Zephyr project from Linux which is geared toward IoT applications.
If you intend to do this work as part of your studies, be aware that you will have a finite time available in which to carry out this work, and it is never a good idea to bite off more than you can chew. It is certainly possible to make changes to an operating system, and even write a new one from scratch. But do bear in mind, it will need maintaining, and that alone, is a heavy undertaking.

yes it needs a large amount of time and effort its need a group to work but as you know open source give too much ability for developers to work continuous development of even a small part, but leaves the fingerprint and add to the system with a new release OS

" . EXE " files instead of ISO files. Further I want see to that this .exe file installation doesnot require any Pen Drive USB or CD or DVD. It something similar to Wubi which is currently discontinued.
