In my opinion, there are two main directions of government policy of brain drain reverse:

1. Conditions of work. Only when a person get high quality of work conditions (modern equipment, fair salary), it will be profitably to return back to the host country. "Give conditions to a person and you will get results".

2. Idealogy and education. Maybe that reason is the main in the case of China. The gorenment must educate love and care of people for the state. In that way it will be an incentive for a person to return back to his host country and to implement his\her skills. But that can be reached only in the case of common trust to goverment and absence of corruption (as much as possible).

Placements in the country − More domestic companies in pharmaceuticals, electronics, ICT, etc should employ the recent graduate with lucrative packages, allowances, and decent working conditions. This helps in encouraging the youngsters to work in India itself and earn the benefit of their merit.

Work Culture − It is a known fact that most organizations in India do not work on strong principles and work culture. This leads to politics within an organization, communication gaps, absence of grievance redressal, etc leading to stress and anxiety in the employees. Many employees migrate to countries abroad with expectation of decent work atmosphere in lieu of staying with improper work culture.

In many developing countries like Indonesia, brain drain occurred as the result of a severe structural unemployment in the 80s and 90s. The government sent brightest young people abroad to acquire the latest technology. Unfortunately, the industries back home has not implemented such technology yet.
