Learning environment in the classroom can be created by:
1. Motivating the student
2. Making lecture interactive
3. Project oriented learning
4. Involving students
5. Etc. ...!
Academician have to justify his responsibility with the Mind ,Intelligence ,Will Power ,plus day to day learning habits either for his assignment or with the help of certain other media of their action plan .
With this it is equally necessary that they should have a good knowledge of psychology.It is equally important that for the care take of student they should know the student with their attitude,behavior,understanding ,interest ,in their study .
It is also desirable that in the initial stage whenever necessary ,a meeting with the parent of students also may help & academician may part the status of the students with parents so that parent may also help their actions for the student as a guideline & it is likely that this may help the part of the career development of the student in future .

Yes a good academician can create a good atmosphere or environment for his /her students to be interested in learning. The academic must be fluent in his subject matter to impart the knowledge.
I was a lecturer of a discipline called Programming Languages. One thing which is important is the preparetion of each lecture, to adapt our knowledge to the students.
As for communication subjects, the role play is a good method to be employed in classroom by the academician in order to create an interesting learning environment.
