If a person done his post graduation and never got a chance to study PhD due to financial reasons or any personal reasons, will he be taken as not eligible for any innovation? Earlier scientists don't posses even a graduate degree, but still their principles and laws hold good to this day. A scientist needs to be enthusiastic but not necessarily be highly educated.
